Context 

The NRC Head Office HR Unit is part of the wider HR directorate, and provides a full range of HR development and operational support to the 250 staff and managers based in the Oslo Head Office.  The HO HR Unit also ensure the implementation of global HR strategies, as they apply to HO, and has responsibility for the facilities management and administration of the HO premises.  The team includes an Office Manager, HR Advisers, HR Coordinators and administration and front of house staff.

Your role

The Head of HO HR Unit is responsible for operational management and development of the HR and facilities services to Head Office, and line management and budget responsibility for HR HO staff. HO HR is also responsible for overseeing the HR services for the P&P Representation offices, including recruitment of staff, making sure they follow Global HR policies, procedures and guidelines. There are currently seven Representation offices globally.

Develop, follow up and report on action plans according to overall NRC strategies direction for HO HR. Head of HO HR is also the facilitator of change management at NRC HO. Head of HO HR are accountable for Office Administration.

Responsibilities

  • Responsible for working with HR specialist professionals, trade union representatives and managers to look at effective means of ensuring staff development, retention, health, environment and staff care, compensation & benefits and incentive systems for NRC HO staff
  • Responsible for facilitation and implementation of organisational change projects at NRC HO
  • Responsible developing and overseeing the implementation of the Unit’s plans, strategy, budgets and projects in line with NRC strategic objectives and HR priorities
  • Ensure development, improvements and streamlining of HR processes and systems at NRC HO in line with Global HR practices, including development and maintenance of the personnel framework for the HO employees
  • Ensure that the necessary measures at NRC Head Office are in line with the new global approach and principles. 
  • Ensure all personnel management is in line with Norwegian labour legislation

What you will bring

  • Minimum 5 years experience as manager
  • Professional knowledge of a range of HR disciplines,  including  recruitment, performance management, compensation and benefits, learning & development, staff care
  • Good understanding and experience of employee relations and effective working with trade unions  
  • Project management skills and experience. Documented results related to the position’s responsibilities
  • Solid knowledge of Norwegian Labour law regulations
  • Knowledge about own leadership skills/profile
  • Fluency in Norwegian and English, both written and verbal
